The Divisional Head or independent Gazetted Postmaster of the Post Office shall be the licensing authority for issuance of license for using franking machine (RMFM) on payment of prescribed fees.

A Bulk Customer is eligible for credit facility provided they enter into an agreement with the Department. A Bulk Customer is defined as anyone who provides ₹10,000 worth of Speed Post business in a calendar month at a Speed Post booking office.
