Poste Restante — Post Office Guide, Part I

64. Definition — The Poste Restante is intended solely for the convenience of strangers and travellers, and even they may not use the Poste Restante for more than three months.

All articles superscribed “To be kept till called for”, “To await arrival”, or in any similar way, and also articles addressed “Post Office”, are held to fall under the head “Poste Restante.”

The addressees of articles falling under the head Poste Restante must give their names and addresses. The use of initials, figures, Christian names without surnames, fictitious names, or conventional marks of any kind is not admitted for these articles.

65. Disposal of Poste Restante Articles —

• A Poste Restante article (except Value-Payable) is kept in the Post Office to which it is addressed for a period not exceeding one month.

• A Value-Payable postal article marked “Poste Restante” is kept in the Post Office to which it is addressed for a period of seven days only, subject to the proviso to sub-clause (1) of Clause 194.

India Post Payments Bank (IPPB) was officially launched nationwide by the Prime Minister of India on September 1, 2018.

Nanyatha, PostInfo, and DARPAN are all official applications related to India Post operations and customer service. Del App is not an India Post application.

PPF (Public Provident Fund), SSA (Sukanya Samriddhi Account), and KVP (Kisan Vikas Patra) are offered by Post Offices. EPF (Employees' Provident Fund) is managed by the EPFO and is not part of the India Post Savings System.

Postal Life Insurance (PLI) is the oldest life insurer in India, introduced on 1st February 1884 initially as a welfare scheme for postal employees.

SECTION IV – PROHIBITED ARTICLES

209. General Prohibitions — The transmission by the Inland Post of the following articles is prohibited:

• Anything sent in contravention of any enactment for the time being in force.

• Any indecent or obscene printing, painting, photograph, lithograph, engraving, book, card, or any other indecent or obscene article.

• Any letter, postcard, newspaper, packet, or parcel bearing on it or on its cover any words, marks, or designs of an indecent, obscene, seditious, scurrilous, threatening, or grossly offensive nature.

• Any explosive, inflammable, dangerous, filthy, noxious, or deleterious substance (but see Clauses 152 and 153).

• Any sharp instrument not properly protected.

First-Class Mail comprises Letters, Letter Cards, and Post Cards, which are given free air transmission. Book Packets fall under Second-Class Mail.

Accountable articles like Insurance Articles, Registered Letters, and Value Payable (VP) articles cannot be delivered through a post box because they require a signature upon delivery.

It is compulsory to insure postal articles containing coin, bullion, precious stones, jewellery, and Currency or Bank Notes.

Postage stamps must always be affixed to the right-hand top corner of the address side of the envelope or article.

Stamps that are printed in large quantities and issued for ordinary, day-to-day postal use are known as Definitive Stamps.

When India and another country issue postage stamps on a common theme based on mutually agreed terms and conditions, such stamps are called Joint-Issue Stamps.

Just like standard postage stamps, a franking impression must be placed on the right-hand top corner of the address side.

The pricing for special local products like the waterproof Rakhi Envelopes is determined by the Head of the Circle based on local production costs and demand.

The sender's name and address should be written clearly on the lower left-hand corner of the front side (or alternatively, on the back) of the envelope.

Accountable articles can be booked and addressed to an individual Person, a commercial Firm, or any Institution.

A loan facility is available in a Post Office Recurring Deposit (RD) account after 12 monthly deposits and 1 year of account operation. It is not available in Sukanya Samriddhi Accounts (SSA).

Mails addressed to Defence Service personnel delivered via Army Post Offices (APOs) must always include the recipient's Number, Rank, Name, and Unit to ensure successful delivery.

The address of the addressee should be written clearly towards the centre of the front side (slightly towards the right), parallel to the length of the envelope.

SAS (Standard Agency System) and MPKBY (Mahila Pradhan Kshetriya Bachat Yojana) agents are exclusively authorized to mobilize deposits for savings schemes, not for the posting or booking of postal items.

Letters, letter cards, aerogramme, postcards, airmail postcards, book post, small packets, printed papers and literature for the blind, shall be posted in the letter boxes, provided the postage chargeable is fully prepaid.

• Registered newspaper items, periodical post items and franked items shall not be posted in these letter boxes and, if posted, these shall be treated as unpaid.
• Accountable items shall also not be posted in the letter boxes.
• Large items, which owing to their size cannot be posted in the letter-boxes, may be received by hand at the window of the post office. However, such items shall not be deemed to be accountable items.

The Postmaster General is authorized to designate specific post offices within their jurisdiction where the services of a self-booking kiosk are made available.

• For domestic items, an item shall remain the property of the sender until it is delivered to the rightful addressee, except in the case of seizure of the item under the applicable law of the land for the time being in force.
• For international items, an item shall remain the property of the sender until it is delivered to the rightful addressee, except in the case of seizure of the item under any law of the land of the country or territory of origin or transit or destination.

13. Office of Exchange — According to Postal Manual, Volume V, a Post Office, Sorting Office, or Section which exchanges mails with offices in foreign countries is known as an “Office of Exchange.”

It is called the Dispatching Office of Exchange in respect of mails that it makes up and addresses to an Office of Exchange in another country. It is called the Receiving Office of Exchange in respect of mails addressed to it by an Office of Exchange from another country.

The terms “Outward Office of Exchange” and “Inward Office of Exchange” are also used to describe these offices.

Even an office functioning as both an Inward and Outward Office of Exchange may function in only one of these capacities for certain countries.

"A" Orders are official orders issued by the Superintendent RMS (Railway Mail Service) prescribing changes in sorting lists and routing.

A camp bag is used to enclose the office files and other official papers, and is closed by the Secretariat or Headquarters offices of the high officers mentioned in Clause 198 of Post Office Guide, Part-I, for the High Officer-in Camp, and vice versa. Camp bags are not due bags, but when dispatched, they are treated as unusual mails.

54. Face and Facing — Postal Manual, Volume V

• The face of an article is the side on which the address is written.

• Facing means the arrangement of articles with the address-side upwards and the addresses turned in the same direction.

9-A. Transit Office — Postal Manual, Volume V

A Transit Office is any Post Office situated on a line of through mail communication which receives and sorts bags intended for offices farther ahead without opening them.

The bags thus forwarded onwards unopened are called Forward Bags.

The Transit Bags addressed to a Transit Office are opened there, and the Forward Bags contained in them are sent onwards, either loose or enclosed in other Transit Bags.

The purpose of a Transit Office is to reduce the number of loose bags.

A Record Office is a stationary office of the Railway Mail Service where the work-papers of the sections attached to it are prepared, checked and placed on record, and by which all forms, bags and stationery required for the use of those sections are supplied. The official in-charge of a Record Office is designated a Record Officer.

• $1 = \frac{12T}{100} \Rightarrow T = \frac{100}{12} = \frac{25}{3} \text{ years}$

• Convert $\frac{1}{3}$ of a year to months: $\frac{1}{3} \times 12 = 4 \text{ months}$.

• Amount ($A$) = ₹15,500
• Time ($T$) = 4 years
• Simple Interest (SI) = $A - P = 15500 - 12500 = ₹3000$
• We need to find the Rate ($R$) using the formula: $R = \frac{\text{SI} \times 100}{P \times T}$
• $R = \frac{3000 \times 100}{12500 \times 4}$
• $R = \frac{300000}{50000} = 6\%$
• The rate of interest is 6%.

Using the BODMAS/PEMDAS rule (Division, Multiplication, Addition, Subtraction left to right):

• Given expression: $5 \times 3 - 12 \div 4 + 8$
• Step 1 (Division): $12 \div 4 = 3$. The expression becomes: $5 \times 3 - 3 + 8$
• Step 2 (Multiplication): $5 \times 3 = 15$. The expression becomes: $15 - 3 + 8$

To find the square root of 169, we look for a number which, when multiplied by itself, equals 169.

• We know the squares of some basic numbers:
